It is a slighly untypical Portuguese communal flag, with the coat of arms centred on a quartered background (town rank) of green and yellow.

The arms are Vert a castle Argent masoned Sable and with port and windows Gules flanked by two olive branches Or fruited Sable and in chief Maltese cross Argent and base wavy of four barrulets wavy of Argent and Azure. Mural crown argent with four visible towers (town rank) and white scroll reading in black upper case letters "BELVER - GAVIÃO".

Belver Commune is one of the four communes of Gavião Municipality; it had 684 inhabitants in 2011 and covers 69.9 km². Belver had been a possession of the Order of St. John and had been seat of a municipality from 1518 to 1836, consisting of just the two communes of Belver itself and Comenda. After its dissolution it became part of Mação municipality and in 1898 of the restored of Gavião municipality.
