Silva e Águas Vivas (Silba i Augas Bibas) was established, when the villages of Silva (Silba) and Águas Vivas (Augas Bibas) merged in 2013. The names in brackets are Mirandese, the local language.

It is a typical Portuguese communal flag, with the coat of arms centred on a plain yellow field. In spite of the bilingual status (enshrined in the Constitution of 1999), the scroll of the CoA is not bilingual, according to the law (signed in 2007).

Shield Sable, a blackberry bush Or eradicated of the Same and in chief two hunting bugles respectant Argent roped Or. Mural crown Argent with three visible towers (village rank) and white scroll reading in black upper case letter "SILVA - MIRANDA DO DOURO".
In spite of the bilingual status (enshrined in the Constitution of 1999), the scroll of the CoA is not bilingual, according to the law (signed in 2007).
Meaning:
Like all toponyms in the municipality, this former commune had two names: Silva Portuguese and Silba in Mirandese (the local syncretic Asturian-Leonese dialect complex, co-official language of Portugal and given a standard orthography); each is the translation of the other and both mean "blackberry" or "bramble", (ultimately from Latin). "silua", "forest" or "grove", taken to mean "thicket", i.e., "bramble" in brad sense; cp. same etymology of Portuguese "selva", "jungle"), which is featured on the arms, thus canting. Also featured on the arms by the bugles is the importance of the local hunting grounds.

Silva (Silba) Commune was one of the pre-2013 communes of Mirando do Douro Municipality; it had 237 inhabitants in 2011 and covered 31.4 km².

Shield Purpure a bundle of three ears of wheat and another of rye (this is how it is blazoned in law) both Or and tied Argent and set in fess, in chief a bladed wheel Or and in base a heraldic fountain. Mural crown Argent with three visible towers (village rank) and white scroll reading in black upper case letters "ÁGUAS VIVAS". Meaning: Like all toponyms in the municipality, this commune has two names: Águas Vivas in Portuguese and Augas Bibas in Mirandese (the local syncretic Asturian-Leonese dialect complex, co-official language of Portugal and given a standard orthography); each is the translation of the other and both mean "living waters", refering to local springs, something which is featured on the arms by the heraldic fountain. Also featured tokens for local cerealiculture and the bladed wheel for Saint Catherine, patron saint of the Catholic parish.

Águas Vivas (Augas Bibas) Commune was one of the pre-2013 communes of Mirando do Douro Municipality; it had 163 inhabitants in 2011 and covered 14.0 km². Ãguas Vivas (Augas Bibas) Commune was created in 2001 from territory and population disannexed from the neighbouring Palaçoulo Commune.
