It is a typical Portuguese communal flag, with the coat of arms centred on a plain yellow field.
The colour of the Maltese cross in the arms is white according to this webpage (see right image above) and green according Sérgio Horta (see left image above).

Coat of arms

Shield Gules; two flax branches Or in saltire, flowered Or and seeded Vert; in chief a Maltese cross Argent; base wavy Argent, charged with a barrulet wavy Azure, charged with two trouts Or. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black capitals "FREGUESIA DE OLEIROS".

Presentation of Oleiros

Oleiros Commune was one of the pre-2013 communes of Oleiros Municipality; it had 1995 inhabitants in 2011 and covered 115.5 km².

First I have to thank António for his attention. He found out that the Maltese cross in the arms of the former commune (freguesia) of Oleiros should be Argent, as depicted here: (( http://www.hiperglobal.com/portugal/index.php?zona=2816 )) Sérgio Horta however depicted both, flag and arms with a Maltese cross Vert, but described the cross also as "Argent". Any depictions of the flag and other depictions of the arms in the WWW also show a green cross, e.g. here: (( https://pt.wikipedia.org/wiki/Oleiros_(freguesia) )). Probably they have all been copied of Sérgio's image e.g. here: (( http://www.ngw.nl/arms/websites/Portugal/www.fisicohomepage.hpg.ig.com.br/a-z.htm )) As I have no explanation about the contradiction in Sérgio's page, especially as he doesn't refer to the freguesia itself. I add a modified image of the flag with white cross.
