Flag and arms have never been officially adopted, for well-founded heraldic reasons. This issue has been repeatedly addressed since the dawn of modern Portuguese local heraldry, in the early 1930ies, and is one of the running gags about its contrasts between practice and theory.
According to < http://www.alvarosantos.eu/blog/imagem/060907180433.pdf > (p.13), the issue was once again discusseed by the municipal government in 2006.02.16, upon a proposal by Delfim Bismark Ferreira, and was decided (Delib. nº72/2006) to pick the issue again in a later date. (No further news.)
