It is a typical Portuguese communal flag, with the coat of arms centred on a plain purple field.

Coat of Arms

Shield Or two sticks Purpure in saltire, flanked by four wine leaves Vert, issuant from base wavy of Azure and Argent a throughout bridge Sable masoned Or. Mural crown Argent with three visible towers (village rank) and white scroll reading in black upper case serifed letters "SEVER â€“ SANTA MARTA DE PENAGUIÃO".
Meaning:
The charges of the upper half are alluding to viticulture, represented by the leaves, and the cultivation of olives. The sticks are used to shake the ripe fruit down from the olive trees.
