About the flag

It is a quite typical portuguese municipal flag, with the coat of arms centered on a background gyronny (meaning city rank) of white and red..

Official blazon:

Armas - Escudo xadrezado de ouro e de vermelho, de três peças em faixa e cinco em pala, as de vermelho carregadas de dois filetes de prata postos em faixa. Castelo de prata realçado de negro, aberto e iluminado de vermelho, com a torre central carregada pela cruz da Ordem de Santiago de vermelho, assente o castelo num mar de seis faixetas ondadas, três de verde e três de prata. Coroa mural de prata de cinco torres. Listel branco com a legenda a negro: "SINES".
From the official journal Diário da República (III série) of 1997.11.13, registering the arms modified to reflect the status change, as Sines become a city in 1997.06.06. The previous arms were published in the official journal Diário do Governo (I série) of 1936.10.28 (with town status attributes, i.e., four towers in the crown and quartered flag), and the official blazon was only slightly different:
Armas - Escudo de campo xadrezado de ouro e de vermelho de três peças em faixa e cinco em pala, sendo as de vermelho carregadas de dois filetes de prata postos em faixa. Castelo de prata realçado de negro, aberto e iluminado de vermelho, tendo a torre central carregada pela cruz de Santiago de vermelho. O castelo assente num mar de seis faixas ondadas, três de verde e três de prata. Coroa mural de prata de quatro torres. Listel branco com os dizeres : "VILA DE SINES", de negro.
Nothing in either blazon warrants the official depiction of the castle as three towers side by side, with visible background where stonework walls are the norm.

The castle is definitively strange, with background showing in the place where one would expect to see a «[castle] wall argent masoned sable». I have a dim recollection of an older version of these arms with a proper castle on it — so maybe this (new?) design is an improvisation of turning a castle into three isolated towers.

The base of this shield of arms was taken from the family arms of Vasco da Gama, Sines’ most renowned son. They were checkered of three pales and five fesses, Or and Gules two fesses argent (see putative banner of these arms). Vasco da Gama himself recieved as an honourable augmentation an inescutcheon of Portugal ancien (as depicted, f.i., here and here).

The official journal Diário da República (III série) of 1997.11.13, registered the arms modified to reflect the status change, as Sines become a city in 1997.06.06. The previous arms were published in the official journal Diário do Governo (I série) of 1936.10.28 (with town status attributes, i.e., four towers in the crown and quartered flag), and the official blazon was only slightly different.

Sines municipality had 12 450 inhabitants in 1990 and 13 577 in 2001 , and it is divided in 2 communes, covering 199 km². It belongs to the Setúbal District and to the old province of Baixo Alentejo.
