Meaning:
The arms of the new commune include elements from both the amalgamated former communes' arms: The waves and the millwheel from Refojos and the staff from Carreira

Carreira e Refojos de Riba de Ave Commune is one of the 14 communes of Santo Tirso Municipality; its communes had together 2072 inhabitants in 2011 and covered 9.5 km².

Meaning:
The word "carreira" means usually "career" or "route" but its more generic meaning of "run" is, albeit somewhat archaic, well known. I am not sure, whether the pilgrim staff on the arms, refering to the Way of St. James, shares its meaning with this word.

Carreira Commune, sometimes referred to as São Tiago da Carreira (the conterminous Catholic Parish), was one of the pre-2013 communes of Santo Tirso Municipality; it had 1110 inhabitants in 2011 and covered 3.5 km².

Meaning:
The phrase "de riba de Ave" means "on the bank(s) of (the) Ave (River)" (a disambiguating epithet as there is another former comune of the same name ; this meaning is alluded to by the wavy stripes on the arms.
