Meaning:
Although blazoned in Portuguese as a dragon, the animal in chief is clearly a wyvern. "Azenha" means "river mill", so these arms are partly canting.

Shield Purpure vywern Argent in chief, issuant from base a doublemount Or with an impending olive branch Argent fruited Sable above of each peak. Mural crown Argent with four visible towers (town rank) and white scroll reading in black upper case serifed letters "VILAS BOAS - VILA FLOR".
Meaning:
This beast stands for Vilas Boas town, being indirectly canting for it, too  it does show also in that extinct commune´s arms (misblazoned as such, too), but both ultimately derive from the Vilas Boas family arms, whence perhaps the misblazoning comes. The wyvern can be seen in the arms of Ruy Gonçalo do Valle Peixoto de Villas Boas, a recent SMOM [smom.html] Grand Commander of the Sovereign Military Order of Malta see here
