It is a typical Portuguese communal flag, with the coat of arms centred on a plain white field.

The banner has the same pattern as the flag but it is a square, having silver and red fringes, tassels and cord. The colours are fairly unusual.

Shield Or a she-wolf passant Sable, armed and tongued Gules, flanked on base by a fess wavy Azure, charged with a bar wavy Argent, and on chief by a patriarchal cross Gules. Mural crown Argent with three visible towers (village rank) and white scroll reading in black upper case serifed letters "RIO DE LOBA".
Meaning:
She-wolf (Portuguese: loba) and the blue fess wavy, representing the name giving river (Portuguese: rio), are canting elements. The cross is reminding on the bishops Dom Bartolomeu and Dom Gil and their capitulars Paio Fernandes and João Garcia.

Rio de Loba is one of the 18 communes of Viseu Municipality not affected by the 2013 changes; it had 9009 inhabitants in 2021 and covers 15,74 km².
