The arms are Azure a traditional Port wine barrel cargo Douro river ship Sable garnished Or and sailed Argent charged on its sail with an inescutcheon Azure bearing plates and in dexter chief a tower Sable masoned and open Argent and flagged Gules and in sinister chief a crescent Or and base wavy of four Or an Azure. crown Argent with three visible towers (village rank) and white scroll reading in black upper case letters "SANTA MARINHA DE PORTUGAL".
Meaning:
The golden and blue waves, as opposed to silver and blue, usual for rivers, might refer to the incorrect but very popular etymology of the local river Douro - as "de ouro" / "d'ouro" = "[made] of gold".

Flag and arms adopted by the communal government in or before 2007 but never approved (or even submitted) to the CHAAP (q.v.) for official approval. As such it is not mentioned by Sérgio Horta.
I do not know what this was not yet submitted. A bordered flag can't be accepted for a commune - but is this what's keeping it from being approved? That would be unlikely, communal and municipal governments are sometimes stubborn about heraldic details, it would be the 1st case, I think, of a flag causing a fuss.

Santa Marinha Commune was one of the pre-2013 communes of (Vila Nova de) Gaia Municipality (q.v.); it had 30 147 inhabitants in 2011 and covers 6.0 km².

Shield Azure with base wavy of Argent Vert and Azure, charged with three fish najant Argent, a pair of keys crossed per saltire tied Gules with the bendy key Argent and the sinister bendy key Or. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black initials "S.PEDRO DA AFURADA".
Meaning:
The crossed keys are an attribute of St. Peter, the local patron saint, the base wavy due to the green and blue wavy is representing the Atlantic and River Douro as well.

São Pedro da Afurada Commune was one of the pre-2013 communes of Vila Nova de Gaia Municipality (q.v.); it had 3568 inhabitants in 2011 and covered 1.0 km².
