The official website of the Paraguayan Senate carried the following description of the symbols of the UNACE Party (bold added by FOTW):
"2nd Article . SYMBOLS: THE NATIONAL UNION OF ETHICAL CITIZENS adopts as symbols of its name: the initials UNACE, a flag of the following characteristics: a grey field, divided in four horizontal portions; two of them smaller and the other two of larger surface area. In the centre, the flag is crossed by two pieces: one horizontal and one vertical that intersect to form a white cross. In the vertical part of the cross, the initials UNACE are written in green and in the horizontal part of the same [cross] are seven yellow stars. In the smallest [grey horizontal] portion, located in the top left corner, is the drawing of a blue horseshoe on which the name "Union Nacional de Ciudadanos Eticos" is written in white. In the centre of the drawing of the horseshoe, a map of Paraguay is drawn in green and in the centre of this is a sorrel horse whose rider is wearing a white and grey poncho. As an emblem, [the party] adopts a flag with fourteen equal horizontal stripes, seven red and seven white, with seven white stars in the top stripe and the horseshoe from the flag of the Party."

Art. 2º. SÍMBOLOS: EL PARTIDO UNIÓN NACIONAL DE CIUDADANOS ÉTICOS adopta como símbolos su propia denominación, las siglas UNACE, la bandera con las siguientes características: color gris; cuya distribución consiste en cuatro porciones en forma horizontal; dos de ellas más pequeñas y las otras dos de mayor superficie. En el centro de la misma, la bandera está cruzada por dos porciones: una horizontal y otra vertical que forman en su conjunto una cruz de color blanco. En la parte vertical de la cruz se halla inserta la inicial UNACE escrita en color verde y en la parte horizontal de la misma siete estrellas de color amarillo. En la porción más pequeña, ubicada en el ángulo superior izquierdo, se halla insertado el dibujo de una herradura con fondo azul en cuyo centro se halla escrita la denominación "Unión Nacional de Ciudadanos Éticos" escrito en color blanco. En el centro del dibujo de la herradura se halla dibujado el mapa del Paraguay, de color verde, y en el centro de éste un caballo alazán cuyo jinete lleva un poncho de color blanco y gris. Adopta como emblema una bandera con siete franjas rojas y siete franjas blancas horizontales iguales, con siete estrellas blancas en la franja superior y la herradura de la bandera del Partido.

I swear I cannot understand the text above: Firstly the flag description is a mess — it seems to be gray with a white off-centered cross throughout, with green letter on the horizontal arm and seven yellow stars on vertical arm with the paty emblem on the upper hoist.
Secondly, after a long description of a flag, which is one of the adopted symbols, the text adds that the party adopted as its emblem a flag (!?), this with 14 red and white horizontal equal stripes and seven white stars on the top stripe and the «horseshoe of the party flag». So, we have a flag which is a symbol, and then a flag which is an emblem.
