The flag of Barnaul described in Statutes of Barnaul (Ustav)
adopted 16, November, 1995. The flag is light-blue with coat
of arms in the centre. Ratio 2:3. Light-blue colour symbolize
the river Ob, beauty of the city. Coat of arms of Barnaul
adopted in middle of XIX, when Barnaul was small town inside
Tomsk Governorate. The horse in city arms symbolize the city
of Tomsk (Tomsk arms: "Vert, a Horse
courant argent"), former administrative center of region.

City of Barnaul is an independent city and capital of Altayskiy Kray. Its
coat of arms was changed several times during last 20 years, but in many cases
all previous versions are still in use. The same applies for the flag, too. The
latest version uses a relatively small coat of arms in the center of a blue
flag.

The city has 5 rayons: Zheleznodorozhnyy, Industrial'nyy, Leninskiy,
Oktyabr'skiy, and Tsentral'nyy. Additionally, Industrial'nyy rayon has 1 village
administration - Vlasikhinskaya, Leninskiy rayon has 1 village administration -
Nauchnogorodokskaya, and Tsentral'nyy rayon has 2 village administrations -
Lebyazhinskaya and Tsentral'naya, and 1 settlement administration - Yuzhnaya.
All rayons have their own emblems, but I have no information for flags. One of
the sub-entities Vlasikhinskaya Village Administration has its own coat of arms,
for the others I have no information.
