According to this page, reported by Valentin Poposki on 30 Sep 2005, the flag is based on the CoA: a red 2:3 cloth with a golden wooden tower between two silver horse-shoes on the upper hoist (detail: the tower flies a yellow flag on its peak).
The general design resembles the old Soviet flag
