The flag of Kostroma city is of ratio 2:3, divided along horizontal into 4 stripes — blue, yellow, white and dark-blue, that occupy respectively 2/3, 1/12, 1/12 and 1/6 of the width; on the upper stripe, near the hoist, is reproduced the shield depicting a yellow galley with the white sails and the emperor standard developed from the pole. The sequence of the arrangement of the colored horizontal stripes on the flag symbolizes the panorama of ancient Russian Volga city, in this case:

Region of Kostroma, adopted on August, 22 2002,
solutions of Duma (municipal council) of Kostroma-city from August 22,
2002 #153 (flag) and #154 (coat of arms). The flag horizontally divided
in azure (light blue), yellow, white and blue (dark blue) as 4:1:1:2.
In the azure stripe at the staff replaced a coat of arms of
Kostroma-city. This coat of arms was first affirmed to Kostroma-city
by the Empress Ekaterine Second the Great on 24 Oct 1767 and is again affirmed
by Duma of Kostroma-city on August 22, 2002.

This variant shows simply a ship in the upper hoist in place of the full shield.

In the 2002-2008 flag, the lower stripes were wider. The flag was used both
with the full shield, and with just the galley (seen below).
