The flag of Grakhovsky district can be seen at http://grahovo.blagochin.ru/2018/01/page/2/. It is horizontally divided blue over red, with white clouds in the upper hoist and fly corners, the emblem of Grakhovsky district centered beneath a red 8-pointed star.

From http://grahovo.udmurt.ru/city/gerb.php: The image of a horse in heraldry has an extremely diverse meaning due to the fact that it exists in a variety of geographic and national conditions. Horses were of great transport and military importance until the middle of the 19th century, which is why the horse acquired such colossal significance in the symbolism, emblems and heraldry of all peoples. Udmurtia and, in particular, the Grakhovsky region is no exception. The region is multinational, where Udmurts, Russians, Chuvash, Mari, Kryashens and others live and work peacefully, in a neighborly manner. And among all these peoples, the horse occupies an important place in the mythopoetic tradition.

Grakhovsky district is also an area of traditional horse breeding. The white pendant with two horse heads symbolizes masculine and feminine principles. The pendant, which is one of the original samples of metal plastic of the Perm animal style, symbolically connects the past, present and future of the Grakhovsky district. A red Greek cross with wedge-bifurcated ends and a white edging indicates that the region belongs to the Udmurt Republic. This ornament - "tol ezie" or "shudo kizili" - "lucky star", is a talisman for the Udmurts from troubles and misfortunes. White clouds symbolize divine grace. Red symbolizes joy, celebration, strength, courage, love, right. Blue - greatness, beauty, clarity, divinity. White (silver) - purity, constancy, wisdom, innocence.
