The flag and arms of Celje are prescribed by Decision Odlok o grbu in zastavi Mestne občine Celje, adopted on 4 February 2014 and published on 14 Feburary 2014 in the Slovene official gazette Uradni list Republike Slovenije, No. 12 (text).
The flag and arms of Celje were previusly prescribed in Article 6 of the municipal Statutes Statut Mestne občine Celje, adopted on 5 June 1995 and published in the official Slovene gazette Uradni list Republike Slovenije No. 41. The flag is described as follows:
The flag is yellow-blue, with the coat of arms in the center. The ratio of width to length is 1:2. The colours are set horizontally, each taking up the half of the width. Yellow is above. The mid-point of the coat of arms is in the crossing point of the diagonals. The upper half of the coat of arms is in the yellow field while its lower half is in the blue field.
The 2014 Decision standardizes the design and colours of the flag. The vertical size of the stars is equal to 1/3 of the flag's width. The width of the white outline qround the arms is not specified, though. The colours are prescribed as follows:

The coat of arms of Celje is "Azure, three mullets or". This is the coat of arms of the Counts of Celje, and the origin of the three stars on the national coat of arms of Slovenia.

According to Zalokar [zal90], the flag used in Celje until 1995 was prescribed by the municipal Statutes Status občine Celje, adopted on 19 February 1982 and published in Uradni list Republike Slovenije, amended in 1990 (Uradni list 23/90 and 37/90) and 1991 (Uradni list 23/91).
The flag was horizontally divided yellow-blue, without the coat of arms.
