Presentation of Novo mesto

Archduke Rudolph IV granted civic rights to the town in 1365. The town was known as Rudolfovo in Slovene and Rudolfswert in German, as well as, after 1365, Novo mesto in Slovene and Neustadl in German.

Rudolph IV of Hapsburg, Duke of Austria in 1358, Archduke of Austria in 1363, died in 1365. In 1363 he acquired Tyrol. His shield shows the quarterings for Styria, Carinthia, Hapsburg and Carniola with Austria over all. Rudolph had high ambitions and even fabricated documents allegedly bestowing privileges on Austria by Julius Caesar: among the expert witnesses who condemned them was the poet Petrarch.

Municipal flag of Novo mesto

The flag and arms of Novo mesto are prescribed by Decision Odlok o grbu in zastavi Mestne občine Novo mesto, adopted on 15 July 2004.
The Decision describes the flag as follows (original available on the municipal website):

The flag of the Civic Municipality of Novo mesto is rectangular in shape, the ratio of its height V to its lenght L being one to two and five tenths or V/L = 1/2.5.
The flag is vertically divided into two equally height, unequally long coloured fields: the first field is a yellow square bearing the arms of the Civic Municipality of Novo mesto, which depicts Archduke Rudolph IV, red-clad and wearing a white-red-gold Ducal cap, seated on a golden throne, holding a blue orb of state in his right hand, and a golden feudal flaglet in his left.
The fly end of the red field bears a right-ascending diagonal white band, whose width is one third the height of the flag.

The horizontal version of the flag has the vertical municipal arms in the yellow square and an ascending diagonal white band on its red fly end. The horizontal version of the flag is to be hoisted on a horizontal flagpole or its lanyard. The pole may also be angled, but to no more that 45 degrees of horizontal. If the horizontal version of the flag is hung or pinned at an angle, the angle between its bottom edge and horizontal is to be no more that 45 degrees.

The vertical version of the flag has the vertical municipal arms in the yellow square of the vertically-hanging flag. Compared to the horizontal form, the flag is to be rotated by 90 degrees, so that the red fly end hangs vertically down, and the diagonal white band ascends to the left.

The aforementioned Decision describes the flag as follows (original available on the municipal website):

General: The coat of arms of the Civic Municipality of Novo mesto represents its founder Archduke Rudolph IV, robed in red, seated on a golden throne, standing on a green floor, all in a silver shield.

Blazon: The coat of arms of the the Civic Municipality of Novo mesto is depicted on a elongated shield of early-Gothic style.
The main attribute of the coat of arms is a red-cloaked representation of the founder of Novo mesto, Hapsburg Archduke Rudolph IV, with black hair and beard, seated on a golden throne with high rectangular back. The throne stands on a green surface; the color of the shield is silver; the archduke wears a white collar and white cuffs, a black belt with golden decoration; on his chest he wears the Order of the Golden Fleece; his red archducal cap has a white saw-toothed brim and is enclosed by a golden spur topped by a small cross; his arms are widespread: he holds a blue orb of state in his right hand, and a golden feudal flaglet in his left; under the hem of the floor-long tunic there are visible his black-shod feet.

The external golden border of the shield serves only as a decoration of the coat of arms.

Depictions of the coat of arms in drawings, black-and-white printing, enlarged miniature of seal-graphic, in heraldic rafura (?) and in color together with color codes is a component part of the guidelines "DOS" along with the municipality's selfsame symbols that are a component part of this Decision.

The "Document on communal symbols" folder (DOS mapa) prepared by Heraldika d.o.o., apparently for each municipality for which they designed the symbols, includes the table flag. It is a simple vertical white flag with the coat of arms in the middle and red writing MESTA OBČINA (Civic municipality) and NOVO MESTO, above and below the coat of arms, respectively. The size of the flag is 110 x 240 mm. This flag is not mentioned by Stanič & Jakopič [j2s05] and one may wonder if it is even used ever.

Gogala [gog02] shows the flag used in Novo mesto after 1998 as white with the coat of arms in the middle and the name of the municipality in two rows above.
The coat of arms artwork adopted in the early 1990s was primarily meant for the car licence plates, but its use spread to other spheres due to the lack of any other design.
