The flag and arms of Vipava are prescribed by Decision Odlok o obliki in uporabi grba in zastave občine Vipava, adopted on 21 December 1995 and published in the official local gazette Uradno glasilo občin Ajdovščina, Nova Gorica in Tolmin, 1/1996.

The flag is prescribed in two variants - usual and ceremonial, each having an horizontal and a vertical version. The proportions is 1:2 for all the flags.
The usual flag is divided blue-green with the municipal coat of arms set in the middle.
The vertical version has the coat of arms properly rotated.

The colours are prescribed as:
- Blue: Pantone 2945c
- Green: Pantone 3415c
- Brown: Pantone 402c.
They are, however, not followed in practice, as shown by the table flag and the municipal headpaper sent by the municipal administration and used to make the drawings shown on this page.

The usual flag is used in all occasions, explicity: in official visits, when the Mayor or the Council Chairman decides that it is necessary, during international meetings, sport, cultural and other competitions, humanitarian, military and other events and on public events on the territory of the Vipava municipality and in other cases when its use is required.

The description of the coat of arms in the Decision is:

The coat of arms has a shield shape. In the middle on the white field is the shape of a brownish-grey vine. The vine has three tendrils; one toward the middle chief turning into a left spiral, and the two others towards the base from which are grawing two symmetrically set bunches of grapes with nine green berries, symbolizing the white and red grapes. Towards the chief are also two symmetrically set green leaves. The base of the shield is covered with a blue triple mount. The elements in the shield do not thouch each other but come only close to each other. The shield is bordered with a black line.

This is a modernization of the town coat of arms recorded in 1689. The blazon of the modern coat of arms is "Argent on a triple mount azure a vine tree proper with two bunches of grapes vert and two leaves of the same".
The blazon of the 1689 coat of arms is "Quartered argent and gules overall a vine tree issuant from the base with two bunches of grapes and six leaves all or".

Ceremonial flag of Vipava

The ceremonial flag is basically the same, but the coat of arms is set "in the first third of the flag field (that is, golden cut)". I read this as the axis of the coat of arms should match the vertical line dividing the length of the flag into 1+2. The fly edge of the ceremonial flag has a golden fringe.
The ceremonial flag is used only on higher holidays (New Year's Day 1st and 2nd January, 8th February - Prešeren Day, the Slovenian cultural holyday, 27 April, the Resistance Day, 1st and 2nd May, the Statehood Day, 25 June, the Memorial Day 1st November, the Independence Day 26 December) as well as on the municipal holydays and in occasion of visits of national and foreign high representatives.
This flag may also be used as a table and sport flag, possibly in triangular shape in the latter case.
