The flag of Salal State has five horizontal stripes of blue, fimbriated yellow, white, fimbriated yellow and dark green.  In the centre of the white stripe is the state emblem in gold and brown.

Shabelle

Shabelle has a distinctive flag comprising a white triangle at the hoist with curved sides on the top and bottom.  The top stripe in the fly is light blue and defaced with a white five pointed star and the lower green stripe is defaced with a crescent moon and two white five pointed stars, one above the other.

District of Balcad

The District of Balcad is located 36 km north-east of Mogadishu, the Somali capital.  Its flag is divided horizontally blue over green with the district emblem in the centre and the name of the district in a scroll below.

Somali Central State

Somali Central state was established in 2011 and claims control over parts of Galgudud and Mudug regions and has links with Himan and Heeb.   The center of the regional state is Abudwak and is dominated by the Mareehan clan. It does not yield much political power and has been overshadowed by disagreements with  Ahlu Sunnah Wal Jaama (ASWJ), which is currently the most powerful force in Abdudwak. Mohamed Hashi Abdi is the president. He was arrested in Abdudwaq by ASWJ militia forces.

The cities claimed by the Somali Central State are Caabudwaaq (Abudwak), Dusa Mareb, Gelinsoor, etc. deep in the Mudug and Galguduud regions near the Ethiopian border. I don't think the 'SCS' has any control over these areas. Ahlu Sunna Waljama'a, a Sufi militia, now controls much of the Galgaduud Region after defeating Al Shabaab in a number of battles in early 2009.

I have now found pictorial evidence of this flag. Local online news reported a meeting in Nairobi and Sawiro held on 16 October 2010. Maybe this is the date of the formal establishment of the newly formed Somali Central State.

As it can be expected in case of an African entity, there are many variations of this flag. There are wider and narrower crescents being used, and variants with and without inscriptions. Some images show white letters, the others have black letters. But the motifs are the same (light blue field, white crescent and star).

I have no information on existence of this state but it is mentioned in a number of online news articles.

There are many variants of the flag but most bear the name of the State written in in either black or white below the half moon and star.  Some flags don’t have the inscription as has been confirmed in some photographs. The image above is from a photo which shows the half moon and star in a different variation to that shown elsewhere.

Sool, Sanaag and Cayn State

Sool, Sanaag and Cayn (SSC) of Somalia are three regions claimed by both the Somaliland and Puntland administrations and hope to "liberate" from the government of Somalia (as reported by bartamaha.com).

The Dulbahante clan created an administration claiming parts of the regions of Sool, Sanaag and Cayn.  This was disputed by Somaliland and Puntland.  The state was called Sool, Sanaag and Cayn (SSC), or alternatively Bartahamaland or Darwishland.  Lately it is called Khatumo.

Sool Guul State

Sool Guul state has a light blue flag with a central white five pointed star slightly rotated towards the canton.  The name of the state is written above ("SOOL") and below ("GUUL") the star in white capital letters.

South Somalia

The flag of South Somalia is based on the national flag of Somalia, having a light blue field bearing a large white five pointed star in center.  Within the star is placed the arms of the old Somalia.

Udubland State

The State of Udubland was established on 17 February 2011 claiming both Lower Shabelle and Jubaland.

The flag has three horizontal stripes of red, white and green, with the central stripe being slightly wider than the others.   In the central stripe is a blue triangle, with base at the hoist, occupying two thirds the length  of the flag bearing a white five pointed star.  Proportions of the flag in photos varies, being 2:3, 3:5 and 1:2.

A further variant has been seen in photographs with the base of the triangle extending to about one third of the length of the flag and the star rotated towards the canton.

Waax Waadi State

Waax Waadi State was established in Bristol (United Kingdom) in March 2011 to govern Harardhere, Mareeg, El-Dher, Masagawa and Galad in Galgaduud and some zones in the Juba Valley.

The flag seems to be in proportion 5:9 with alternating five horizontal red stripes and four horizontal white stripes (It appears as if the red stripes are slightly narrower that the white ones).  At the hoist a is light blue triangle with a white five-pointed star.

There is another flag used by Waax Waadi. Flaggenkourier (No. 39, June 2014) describes it as the “effective” flag of the area while the flag above with the horizontal red and white stripes is labeled as the flag by “Proclamation”.   The distinction between the two versions is unclear.

There is photographic evidence of this flag in both horizontal and vertical versions. In Flaggenkourier (No. 39, June 2014) the horizontal version is shown with the star rotated towards the hoist, although it is possible that the flag in the source photo was displayed flag upside down.

Ximan and Xeeb (Himan and Heeb) Administration

Himan and Heeb was established in 2008 and mainly covers parts of the Galguduud regions. One of the oldest of the regional states proclaimed in Somalia, it is dominated by the Saleeban sub clan of Habar Gidir.


Himan and Heeb was presumably a direct answer to the Sa’ad dominated Galmdug administration. The two homogenous clans of Galmudug and Himan and Heeb are the most influential and had some permanent presence in Galkacyo and Addado, and a technical presence beyond these two towns.  Officials from both Galmudug and Himan and Heeb made efforts to unite the two administrations but failed as neither leader wanted to lose
his government position. Mohamed Abdulahi Ticey serves as president.

badweyn.com reports that the Himan and Heeb Administration was formed by the Elders and Elite of the Reer Haji Suleiman (Saleban) sub-clan of the Haber Gidr Hawiya Clan in 2008 at a ceremony held in the Administration capitol, Adado. Adado is located along the main tarmac road that connects northern Somalia with the south. The Administration covers approx 5,000 square miles and is bordered by Godin Labe Village in the South, Amaaro village (Harardhere district) in the South East, and Hobyo in the North East and Been-Dhaarte of Galmudug administration in the North and West.

Himan and Heeb is a local provisional government in the southern and central regions of Somalia which uses the flag shown above.

For many years the Somalia flag was used and the current Arms have been in existence since 2009.  A new flag appeared about 2010  and has a light blue field.  At hoist is a red triangle, occupying 4/6 of the height and 1/3 of the length of the flag. In the center appears the State arms on which is superimposed a white star.  Within the red triangle is a four pointed white star.

The arms are a great tree of green leaves with a light maroon trunk in dark sand above a blue-white sea.

Xiriir State

Xiriir is near Galkayo and is populated by the Marehan clan who have proclaimed a local federated state.

The flag used comprises three equal vertical stripes of green, light blue and white.  In the centre of the flag on the light blue stripe is a white five pointed star.  In the centre of white stripe is a yellow/gold camel facing towards the fly.
