Status of Turkish Regional Development Agency

Regional Development Agencies were established in Turkey by Law No. 5,449, enacted on 25 January 2006. Their tasks are:
- To improve the cooperation between public sector, private sector and non-governmental organizations;
- To provide the efficient usage of resources in appropriate location;
- To accelerate the regional development in harmony with national development plans and programs by activating the local potential;
- To ensure sustainability;
- To minimize inter- and intra-regional development differences.

The first Development Agencies established in Turkey were Çukurova Development Agency and İzmir Development Agency (Cabinet Decision No. 2006/10,550), which went into action on 6 January 2007 and 13 January 2007, respectively.
An appeal at the Constitutional Court against the Law, eventually turned down, delayed the establishment of the other Development Agencies.

Regional development agencies are institutions established as a structure independent from the central government of Turkey. The main purpose of establishing regional development agencies in Turkey is to implement regional strategies, to support regional and nation-wide enterprises, to examine local and regional solution for the near future of private sectors, to search new financial guaranties and solutions to the demand for new products and services. The most innovative way of the RDAs is that there are not only central government’s representatives, but also local actors in the decision-making mechanism. The central governments’ representatives in the regional area started to share public authority with the local actors. The central development model in Turkey was implying that all development process should be managed by the central government, mainly the Ministry of Development. This model excluded local actors and stakeholders such as municipalities, province special administration, local chambers of commerce and industry and non-governmental organizations contrary to the new model providing a more collaborative, democratic and effective system.

Ahiler Development Agency

AHİKA covers the Provinces of Aksaray, Kırıkkale, Kırşehir, Niğde and Nevşehir. The agency's name refers to Ahi Evran's Ahilik organization.

Ahi ("my brother") Evran was born in Hoy (Nakhichevan) in 1171, as Sheikh Nasreddin Mahmut al-Hoyi; he is said to have lived for 90 years but there is no definite information on his death. The tradition, however, claims that Ahi Evran was killed in Kırşehir during the Mongol invasion of Anatolia. His mausoleum was erected in 1450 by a member of Ahilik.
When a noted Sufi-oriented scholar in Baghdad, Ahi Evran was invited to Anatolia by the new Seljuk sultan. He became famous in Kırşehir where he designed a medicine from the venom of snakes that infected the town at the time.
Ahi Evran established in Kayseri Ahilik, an organization considered as a medieval professional chamber for craftsmen and merchants. Such an organization, based on solidarity and moral values, was needed because of the lack of central state authorities that would regulate professional activities. Back to Kırşehir, Ahi Evran established in the town as a tanner; he became a familiar of Haji Bektash Veli (1209-1271), the founder of the Bektaşi organization. The Ahilik system was encouraged by the first Ottoman rulers, under the influence of Sheikh Edebalı (1206-1326), the mentor and father-in-law of Sultan Osman Gazi (1299-1323/24). The Republic of Turkey also recognized the Ahilik legacy.
TESVAK (Türkiye Esnaf ve Sanatkarları Ahilik Vakfı - Turkish Tradesmen and Artisans Ahilik Foundation) is the modern form of Ahilik.

Karacadağ Development Agency

KARACADAĞ (website) was established in order to operate in TRC2 Region ((Diyarbakir - Şanlıurfa). The agency was officially opened on 5 December 2009. Diyarbakir and Şanlıurfa Investment Support Offices began operations in 2010.

The agency is named for Mt. Karaca (Karaca Dağ), a volcano (1957 m) located on the border of the Provinces of Diyarbakir and Şanlıurfa.
Karaca Dağ is a broad basaltic shield volcano in South-East Turkey about 100 km north of the Syrian border. The volcano lies on the Arabian foreland about 150 km south-west of the boundary with the Anatolian Plate and has been active since the Pliocene along a North-South-trending set of fissures and craters associated with the nearby Akçakale graben. Potassium-Argon dates of mid-Pleistocene age have been obtained from lava flows, but Landsat imagery suggests that some lava flows, particularly those on the east flank, may perhaps be only a few thousand years old.
