"It was confirmed in March, 12th, 1999 by the decision #5/22 of city council session. Square panel consists of three vertical strips - blue, yellow and blue (a parity of their width is equal to 2:1:2), in the middle is red escutcheon (in height of 1/2 of the flag) with white Uspens'kyi cathedral. Uspens'kyi cathedral is an instruction of XII century architecture."
"Volodymyr-Volyns'kiy is mentioned in chronicles of 988. It got its name from the name the founder - prince Volodymyr Sviatoslavovych. The town was the center of Volynsky principality and since 1199 it was the center of Galyts'ko-Volyns'ke principality. From documents of 1324 we know about Volodymyr's seal with a picture of a rider - St.Yuri piercing a dragon with a spear. The Magdeburg Right was given in the XIV century. In 1840 it was worked out a new project of the emblem of the town: in chief of per fess shield there is a picture of the emblem of the province town Novohrad-Volyns'kyi. In the lower part a rider piercing a dragon with a spear. It was not confirmed."

"It was confirmed in March, 12th, 1999 by the decision #5/22 of city council session. Gules; argent Saint Yuri on an argent horse, in argent clothes, around of a head is or nimbus, in the left hand he holds a gules shield with an argent cross, in the right hand he holds argent spear and punches the argent snake with gules eyes. The shield enframed by or cartouche and crowned by argent urban crown with three prongs. The author is A.Kostjuk.
Saint Yuri was used on city stamps since 1324 and it is the most ancient known Ukrainian city arms.
