"On the yellow rectangular panel with a ratio of the sides as 2:3 is red cossack cross accompanied above and on each side by three red eight-beam stars, and below by red half moon, crown and sabre fixed one above another."

This is an interesting variation on a "cossack cross" since it would appear that the term (in Ukrainian usage) usually refers to a simple "cross pattee" rather than this rather more elaborate example.
From my research it seems to be a "cross clechee".

"Or; gules cross accompanied in the chief, dexter and sinister by gules eight-row stars, in the base by gules half moon, crown and sabre fixed in pale. The shield enframed by or cartouche and crowned by or village crown. The author is E.Chernets'kyi.
The emblem uses symbols of XVII century Bila Tserkva regiment flag. An original cross, eight-beam stars, young moon, crown and sabre are characteristic symbols of cossack flags in XVII-XVIII centuries.
