The City of Holbrook confirmed that it has a flag, but it has no image, picture or documentation to send me.

After sending an email to the Town Clerk, I received a response from
Holbrook Finance Director Randy Sullivan, who said Holbrook does have a flag,
but notes that it is mostly in unofficial use, rapidly made for this year's
Arizona League conference. I was also sent a photo
of the flag.

After some research online, the reason why the wagon wheel is so presently
displayed on the flag is because of the settlement of American settlers there
(this occurred right after the end of the Mexican American war). There was also
a large number of Mormons that moved into this area in the 1870s, a famous
shootout between Perry Owens and a gang of local horse thieves also occurred
during that decade.
