Poway OKs official city flag

Twenty years after its incorporation, the city of Poway has its first official flag. The City Council approved a flag design Tuesday that is a color version of a black-and-white city seal already in use on city stationary and business cards. The design ---- which features images of a popular oak tree silhouetted against Poway's Twin Peaks ---- will be filled in with light and dark blue, light and dark green, and black and gold for the flag.

The flag will feature a burgundy background. The banner will be used to mark Poway's participation in the League of Cities Annual Conference and similar events where the flags of other cities have traditionally been on display.

The council left open the possibility of adopting a second city flag that would be displayed on Poway's anniversaries. The move came after Councilman Jay Goldby objected to the burgundy background, calling it overpowering and lacking meaning in the community.

"As beautiful as this (design) is, it has no significance other than to stand out," Goldby said.

He proposed developing another design more like a logo used to promote the city's anniversary celebration in December. Besides the oak tree and Twin Peaks, that version featured a ribbon-like banner emblazoned with "20 Years," "1980" and "2000" ----- the years Poway became a city and celebrated its 20th anniversary.

When Goldby pointed out that the banner could easily be tweaked to reflect subsequent anniversaries, Mayor Mickey Cafagna said it might be appropriate to turn that version into an official anniversary flag.

Several years ago, the City Manager's Office coordinated the development of a City flag, as well as the official colorized of the City's logo. Poway's flag basically is the color seal on the same blue background as the color of the lake and the sky in the logo. Attached is a scanned version of the color flag presented as part of the City Council staff report in 2001. Color information is:

The seal

The seal is elliptical, and consists of both an outer oval and a central image. The outer oval is dark blue, and is bordered externally and internally in gold with black fimbriation externally and none internally. At the top of this outer oval are the words 'CITY OF POWAY' in gold block lettering, while in smaller gold block lettering at the bottom is the municipal motto, 'THE CITY IN THE COUNTRY.' The central image depicts a landscape partly in shadows; in the foreground is a tree in very dark green, standing on a similarly colored patch of land. Immediately behind the tree is a lighter bit of meadow, with a hill in medium green directly behind that. There is a blue sky above, and a similarly colored body of water indenting the land directly to the right of the tree. Immediately beneath the tree, in the form of an arc, is the word and date 'INCORPORATED 1980' in miniscule gold block lettering.
