According to the city's official website, the city's coat of arms is actually called a crest:
"The City Crest has been the official symbol for the City of St. Augustine for over 300 years. November 26, 2015, marked the 300th anniversary since St. Augustine received its official crest, the one still used today, and an anniversary that did not go unnoticed by the St. Augustine City Commission. At its November 9, 2015, meeting, Mayor Nancy Shaver read aloud a proclamation recognizing the anniversary and Commissioner Nancy Sikes-Kline presented a detailed description of the image's many symbols."
(source: https://www.citystaug.com/701/City-Crest).

The proclamation reads as follows (source: https://www.citystaug.com/.../Proclamation-City-Crest-PDF)
"P R O C L A M A T I O N
WHEREAS, in the year 1715 the citizens of St. Augustine petitioned His Majesty, Philip V, King of Spain and the Indies to grant to them for arms, a “fleur-delis, lion, castle and strong arm with cross in the middle” and the title “La Lealisíma y Valerosa Ciudad de San Agustín de la Florida" (English: Most Loyal and Valorous”) for their faithful and courageous service to Spain; and
WHEREAS, there was no record of the request being fulfilled, so in 1991, the City Commission passed a resolution authorizing a formal request to His Majesty Juan Carlos I, King of Spain, for a Coat of Arms for the city through the assistance of the Columbus Commission; and
WHEREAS, research conducted by Vicente de Cadenas y Vicent (full name: Vicente Francisco de Cadenas y Vicent), (officially the last) Herald, King of Arms, Dean of the Corps of Heralds for Spain, revealed that a Coat of Arms for the City had indeed been authorized for the City by King Philip V on November 26, 1715.; and
WHEREAS, The City received the Coat of Arms on October 12, 1991, nearly 276 years after it was granted.;
NOW THEREFORE, the City Commission of the City of St. Augustine hereby recognizes and honors the 300th anniversary of the City of St. Augustine’s official Coat of Arms.
IN WITNESS WHEREOF, I hereunto set my hand and do cause the Seal of the City of St. Augustine to be affixed this 9th day of November in the year of our Lord two thousand and fifteen, the four hundred and fiftieth year of the founding of St. Augustine, the Nation's Oldest City. Nancy E. Shaver, Mayor" (2015)
