Independence is a suburb of Cleveland located in Cuyahoga County, it had a population of 7,584 at the 2020 census.

I actually found this one through a Reddit thread. The flag consists of a blue background with the Liberty Bell in the middle. At the top is a yellow ribbon that says "INDEPENDENCE" and at the bottom it says "OHIO" and below that says "HEART OF CUYAHOGA COUNTY".

I've found and rendered the bicentennial flag for the city of Independence, Ohio. The city is located in Cuyahoga County.
