Description of the flag

Vertically divided approximately 5:1:1, the main field blue with a yellow sun bearing an image of the fluttering Tennessee state flag behind a figure (pioneer? militiaman?), name, date and slogan written around the flag, name and state written in white outside the sun. The two narrow fields toward the fly are orange with a single white star centered, and horizontally divided red-white-blue with three stars (white-gold-white respectively).

Quoting the relevant part of the article:
The adoption of the flag of East Ridge is presented by Adam Crisp, "The Chattanooga Times Free Press", 27 August 2009:
"[...]
Sixty-six percent of online voters chose a design created by Vice Mayor Tom Card, though voters were not aware who designed each of the 18 potential flags, said City Manager William Whitson. More than 250 people voted in the month-long online process. The city hired an outside auditor to make sure only one vote per citizen was allowed and that each vote came from legitimate city residents.
[...]
The banner features the city seal in a field of blue along with orange, red, white and blue panels and four stars, Mr. Card said. The orange and blue panel represents the city's colors and three stars represents Tennessee's three grand divisions. A solitary star represents East Ridge's motto "Gateway to Tennessee.""

There is a picture of the flag attached to the article. Since the city seal includes the flag of Tennessee, Tom Card's creation can be registered in the "flag on flag" category.

The official unveiling of the flag is presented by Chris Carroll, "The Chattanooga Times Free Press", 7 January 2010. There is little new information on the flag contest and design in the article, but the illustrations are worth being mentioned. A colour photo shows the city mayor and manager holding the flag in the beginning of the raising ceremony. A video footage of the ceremony is also available. Three flags were raised on the same pole, from top to bottom, US, Tennessee and East Ridge.

From these items, the shade of blue is darker, matching the Tennessee blue, and the emblem is smaller.

Flag contest

The City of East Ridge has launched on 2 July 2009 a contest for the City Flag. Quoting the City website:

"[...]
General Background
In March 2009, our City announced a Flag design contest. Following the close of the entry deadline, eighteen (18) flag designs were submitted by various citizens from across East Ridge. Those flag designs were presented to the City review committee for screening and evaluation. Four (4) of the designs were independently selected as semifinalists for further consideration. However, in the process of finalizing the contest for selecting an overall winner, it was determined by Council that the best way to select the City Flag was to have the process opened back up to the public. City staff has now completed the work needed to design this special web site application to honor Council wishes. This web site has been specifically designed to support a selection process that will allow East Ridge citizens the opportunity to select our City Flag.

Contest Rules
This web site will allow our citizens to vote for the best overall flag design. The contest will run from July 2, 2009 to August 7, 2009 unless extended. Once the public has had sufficient time to vote, the results will be released at a City Council meeting scheduled for August 27, 2009. Only one vote per person will be registered. All results will be independently reviewed and verified by the City audit firm of Johnson, Hickey and Murchison for accuracy and completeness.
[...]
Once a selection is made and announced, Council and City staff will work with the winning artist to complete the design and finalize the flag for its first official public appearance at a special unveiling ceremony.
