A rank flag exists for the United States Patent and Trademark Office (USPTO), dependent to the U.S. Department of Commerce.

The flag in question is a horizontal flag with the seal (https://en.wikipedia.org/wiki/United_States_Patent_and_Trademark_Office#/media/File:US-PatentTrademarkOffice-Seal.svg) in white background with (what seems to be) four red stars, each in a respective corner as seen here:
