Acting Commodore pennant: A broad pennant, as that of the Commodore, but without the stars. Note that this
suggests that it's the colour which is relevant: Generally, the acting
commodore's flag is blue, like that of the Commodore. In this case the Commodore's flag is not blue, and
as a result neither is the Acting Commodore's.

Fleet Captain: A blue broad pennant, with on it a smaller burgee. I'm not sure what the specific
role of a Fleet Captain is, if there's also an acting commodore.
