The People's Action Party of Vietnam (Vietnamese: Đảng Nhân Dân Hành Động Việt Nam) is also found on Wikipedia where the sun on the party flag is shown with identical shape and size to that on the flag of Kuomintang, the only difference between two flags being in the sun color. An image from the party website: http://dndhd.files.wordpress.com/2011/07/che1bbad-kc3bd-nguyen-tuong-bc3a1.gif proves that the emblem does have such shape.

The People's Action Party of Vietnam (PAPVN or PAP) was founded in 1991 by a group of Vietnamese exiles in the United States who hoped to establish a democratic government in Vietnam. Their concerns included reforms in health care, human rights, education, and the economy. Under the leadership of Vietnamese-American Nguyen Si Binh and Dr. Nguyen Xuan Ngai, the anti-communist organization has attempted to open branches in Cambodia and Vietnam but only resulted in arrests, deportations, and detainments without trials. The headquarters of the PAP is reported to be in San Jose, California. They publish(ed?) a magazine called DONG (Up the party magazine) and maintain a website (in Vietnamese) at http://www.dndhd.org/.

Nguyen Si Binh, the party PAP Chairman, was born in South Vietnam, but immigrated to the United States, where he attended the University of Maryland and graduated with a degree in Nuclear Engineering in 1981. In 1988 he settled in Atlanta, Georgia. But in 1991, he returned to Vietnam and with 16 members of this party were arrested while trying to form a "secondary" political party. The government of Vietnam charged him with trying to overthrow the government. Apparently, he somehow returned to the United States and founded the PAP. I could find nothing else about him.

Dr. Nguyen Xuan Ngai served as a Medical Officer in the Army of the Republic of Vietnam (ARVN) and after the Fall of Saigon chose to remain and protect his patients at the hospital in Saigon where he had been stationed. In 1975, he was imprisoned by the Communist Vietnamese government for three years and was released. He secretly left Vietnam and emigrated to the United States. In 2002, he was invited back to Vietnam by the Communist Public Health Ministry to teach Vietnamese doctors the techniques of angioplasty and angiograms. However, when it became publicly known that he was also Vice-Chairman of the People's Action Party of Vietnam, he was detained for a very short time, but eventually released and allowed to return to the United States.
