The symbols of Čelinac are prescribed in Article 5 of the Municipal Statutes Statut Opštine Čelinac (text), adopted on 17 February 2006 by the Municipal Council and published in the Municipal official gazette SluÅžbeni glasnik Opštine Čelinac, although they were, reportedly, adopted in 2005.
The flag is described as follows:
The flag of the Municipality is white, rectangular in shape, in ratio of sides two to one with the coat of arms of the Municipality in the middle and the text beneath it "Municipality of Čelinac".
While the prescribed flag includes the full name of the municipality under the coat of arms, the variation without the inscription seems to be in actual use. The yellow line outlining most (but not all) elements of the coat of arms, visible in all available representations, is not mentioned in the description.

The coat of arms of Čelinac (image) is prescribed in the Statutes as follows:
The coat of arms of the Municipality of Čelinac is shield-shaped, with a blue field edged with a thin red stripe. In the lower part is a cog wheel as asymbol of development, above it is the miners' symbol, and in the central field is a clover leaf symbolizing blooming [progress]. Above there are hills symbolizing the topography of the hilly and mountainous region surrounding Čelinac. In the top part of the shield is inscribed the name of the Municipality in Cyrillic script.
