According to Stadler 1971, p.50 the flag is black-yellow ([adopted] 1938).

Stadler 1971, p.50 says, that Heidelberg has a plain horizontal black-yellow bicolour (approved 1938). But I can confirm the existence of the flag with CoA and without inscription. A friend is from Heidelberg and owner of the flag. I don't know the status, but meanwhile many municipalities in Baden-Württemberg have usually flags with coat of arms. By the way, the shield in the flag without inscription is obviously taken from Stadler 1971.

Heidelberg Coat of Arms

Description of coat of arms:
On the base of the black shield is a green triple mount. On top of the mountain is a golden (= yellow) stylized, rampant lion, crowned, armed and tongued red.
Meaning:
Duke Ludwig I of Bavaria was enfeoffed with castle and city in 1225 by the bishops of Worms. The Palatinate lion appears on seals, superimposed by a lozengy shield since 1344, alone since 1353 and crowned since 1400. As a distinguishing mark the mountain was added since 1436. The arms were redesigned in the stylized version in 1969.

The first known seal of the city (known from 1257) only shows an Imperial eagle. In the 14th century the seals show the Palatinate lion, with on his breast the arms of the Wittelsbach family , which at the time were Palatine Counts of Rhine. The small Wittelsbach arms disappeared later in the century and around 1400 the crown was added. The Palatinate arms of also showed a crowned lion. The triple mount was added in 1436 and may be a canting symbol and at the same time symbolizes the three mountains surrounding the city. The current arms were established in 1969 in a rather modern style.
