Description of current flag:
The flag's ratio is 3:5. It is a white over black over white horizontal triband with ratio 1:2:1. The coat of arms without shield is in the middle of the black stripe.

Coat of Arms

Description of coat of arms:
In a black shield is a silver (= white) tower masoned dark grey with a red roof and a red portcullis. In the gate is a golden (=yellow) inescutcheon placed bendily and bearing a black, rampant lion armed and tongued red.
Meaning:
According to source the arms are based upon court seals from the early 15th century. Their use can be proven at least since 1464. The inescutcheon is alluding to the counts of Jülich, count Wilhelm of Jülich granted the privileges of city rights to Heimbach in 1343. The city lost this status but the rights were regained in 1959.
