Description of flag:
It is a yellow over red over yellow tricolour. The stripes have equal width. The flag's ratio is 3:5. According to Veddeler 2003 there exists a version with the coat of arms in the centre of the red stripe.
Rheine is the biggest city of Steinfurt county. It is located on both sides of river Ems at the very north end of the county south of the border of Lower Saxony. The city was part of the archbishopric of Münster until 1803. The flag's colours are those of the archbishopric.
The flag was approved on 24 March 1976.

The flags ratio is 3:5. It is a yellow over red over yellow flag. In the centre of the red stripe is the city's coat of arms.

Description of flag:
It is a yellow over red over yellow tricolour.
Visiting Rheine in the 70's and 80's of the 20th century I have never ever seen the flag with coat of arms. Only the simpler version had been used.

It is a white over black over white horizontal triband with ratio of stripes approx. 1:3:1. The coat of arms is in the middle of the central stripe.

Elte Coat of Arms

Shield parted per fess, above Sable a swan combatant Argent, beneath a Argent an U-shaped fish monster Sable garnished Gules and trodden by the swan.
Meaning:
Elte was first mentioned in a deed from 1154. Baron Eppo von Burgsteinfurt made a donation to the Monastery of Asbeck, which had been founded in 1140 by Bishop Werner of Münster. The baron gave two farms in Rheine Parish to the monastery, located in a village named "Elethe", which was later called "Elte" by the local people. The suffix "-ethe" is used for villages in a heather. The swan is taken from the arms of the Barons (later Counts) of Burgsteinfurt. Elte was incorporated into Rheine city on 1 January 1975.

Mesum Coat of Arms

Shield Argent, issuant from base a stake dam Vert, standing on the dam a great tit proper.
Meaning:
The municipality of Mesum was the successor of St. John the Baptist of Mesum Parish, which existed at least since 1373. Mesum was incorporated into Rheine city on 1 January 1975. The borough's name is derived from a great tit (Latin: Parus major; German: Kohlmeise or simply Meise). The arms are thus canting.
