It is a blue - orange vertical bicolour, the coat of amrs is, according to image in source nearly at the top of the banner.

Description of coat of arms:
In a silver(=white) shield is a red, embattled wall, superimposed at either side by torrets of the same colour having triangular roofs. The wall has an open gate. In the gate stands a Gothic triangular blue inescutcheon, showing a golden(=yellow) rampant lion, armed and tongued red. Upon the wall stands the torso of a bishop, dressed blue with a blue mitre and holding a golden(=yellow) crozier in his right hand and an open book in his left hand.
Meaning:
According to source the arms are based upon the image from the city's main seal from 1270. The inescutcheon is representing the counts of Nassau, the bishop alludes to the archbishop of Köln, who had to cede in 1224 half of his rights related to the city to the counts of Nassau.
