It is a white - light blue vertical bicolour. The coat of arms is shifted to the top.

Villingen-Schwenningen Coat of Arms

The shield is divided per pale into silver (= white) and (light) blue. The upper dexter quarter displays a sinister facing red eagle armed and tongued golden (= yellow). The upper sinister quarter displays a silver (= white) swan armed and tongued golden (= yellow). Beneath both animals is a broad fess wavy in counterchanged colours.
Meaning:
Eagle and swan had been the heraldic animals of the former cities of Villingen (eagle) and Schwenningen (swan). Blue and silver (= white) had been the common colours of both cities. The arms of Villingen had been divided per pale into silver and blue, those of Schwenningen had been divided per fess into blue over silver. According to Stadler also the flags (probably banners) displayed both colours: Villingen a white - blue flag, Schwenningen a blue - white flag. The bicoloured fess wavy is an advancement of the demi-fess in the pre-1530 arms of Villingen. The fess wavy is representing the Brigach River for Villingen and the Neckar River for Schwenningen and also symbolizing the watershed on the area of the city.
