The canton was established on 28 March 2002, succeeding the parish of Santa Isabel, which had been formed in 1959
in Pucará canton. The canton's namesake, the lawyer Camilo Ponce Enríquez (1912-1976), was President
of the Republic of Ecuador from 1956 to 1960.

YELLOW - Symbolizes the sun that shelters the people and the wealth in mining which covers the land.
GREEN - Vegetation and its productivity, which continues to be the peoples' sustenance.
RED - Denotes passion and love for this land; this love is reflected in the peoples' blood.
The reasons for this strip being added include: to differentiate from other flags with yellow and green;
being part of Azuay Province, of which its colors are red and yellow and thus the canton should also have
them on its flag; and to show union with the two other provinces it borders.

Summarized, the coat of arms depicts two hands, the feminine one being a symbol of sacrifice and the hard
struggle for progress and masculine one being a symbol of strength and work. Laurel and olive branches are also
depicted, showing persistence from the day of parochialization and peace and prosperity. The date of cantonization,
28-3-2002, is displayed, along with its name and province. There are two flags above the shield, which are the flags
of Camilo Ponce EnrÃquez and Azuay. Inside of the circular shield are three hills, the Bella Rica, La Rica, and Rica
Ensillada, which were exploited for their riches. The sun accentuates the wealth in the canton's land. The greenery
of the pastures, cattle, and a church are also displayed. In the shield is also a person who panned gold in the river.
A cacao tree and banana plant are also displayed; before and even after the mining boom they have existed as economic
incentives for the people.
