The parish of San Francisco de Novillo (2,779 inhabitants in 2010; 26,087 ha) is located in the north-east of Flavio Alfaro canton. The
parish is composed of 21 communities and 24 settlements.
The parish was established on 7 August 1992.

The flag of San Francisco de Novillo, designed by Rogger Rolando Zambrano Barreiro, is horizontally divided green-celestial blue-green with a yellow triangle placed along the hoist and a yellow star in the center of the blue stripe.
