The canton was formed on 20 October 1822.

The flag of Rocafuerte, proposed in 1957 by Antonio Cedeño Arteaga, then
Vice-President of the Canton Council, was unanimously approved by the
Council.
The flag is composed of of two horizontal green and white stripes of
equal size. Green is in the upper part, while white is in the lower
part. At 1/3 from the right is placed the vertex of a yellow triangle.
Green symbolizes the soil fertility, mostly used for agriculture. The stripe
is charged with three golden stars representing the three rural
parishes of
Tosagua, Bachillero and Estancilla.
White represents the moral values of the
people. The white stripe is charged with a big yellow star representing the
urban parish of
Rocafuerte, the canton's capital.
The yellow triangle
represents the resources provided by agriculture.

The flag was published
in 1959 in the review "Rocafuerte en Marcha", matching the original
description. The design was subsequently amended, the triangle being moved to
the hoist. The official date of adoption of the new design, if any, is not
known.

Following the establishment of Tosagua canton, to which the
two other rural parishes were allocated, the three stars that once
symbolized these parishes were removed by Municipal Resolution.
