Banderas y Escudos de las provincias de España [e9s92], published in 1992 by the Ministry for Public Administrations, shows the flag of the Province of Alicante as vertically divided white-blue with the provincial coat of arms in the center.

According to Manual del Estado Español (text), the Province of Alicante has no official flag.
The "immmemorial, consolidated by historical use" coat of arms is "Per fess, 1. Or four pallets gules representing the arms of the Crown of Aragón and the old Kingdom of Valencia, 2. Gules a castle or on a rock proper the wavy azure and argent. The shield surmounted by a crown open or [..], which is the coronet once used on the arms of the kingdoms belonging to the Crown of Aragón.

The University of Alicante (Universitat d'Alacant / Universidad de Alicante - UA; website) was established in October 1979, succeeding the Center of University Studies (Centro de Estudios Universitarios - CEU) founded in 1968. This is a kind of continuation of the University of Orihuela (1552-1835), established by Fernando de Loaces (1497-1568), Archbishop of Tarragona (1560-1566), Patriarch of Antioch (1566-1567) and Archbishop of Valencia (1567-1568).

The flag (photo, photo) and arms of the UA are prescribed by an Order issued on 9 September 1981 by the Spanish Government and published on 26 September 1981 in the Spanish official gazette, No. 231, pp. 22,511-22,512 (text).
The symbols are described as follows.

Flag
Alicante being the seat of the university and merging all the social forces of the province, shall be featured by its most representative symbol on the university's flag. Accordingly, the Steering Committee proposes the flag to be designed with the proportions and colors (blue and white) of the flag of Alicante, charged in the center with the university's coat of arms.
Coat of arms - Seal
The uses of the arms of the Province of Alicante appeared to be mandatory. Representing the territorial coverage of the new university district, they are featured in the dexter canton, as the most prominent. The arms of the old University of Orihuela, featured in the sinister canton, are those of its founder, Archbishop Loaces, his personal motto excluded. The two coats of arms are merged into a single one; when used as a seal it is surrounded by a circle inscribed "Universitats Lucentina. Iter facite sius quae ascendit super occasum", taken from the Book of Psalms, and which was the motto of the coat of arms of the original university. This is the fifth verse of Psalm 67 with a variation to match the idiosyncrasy of the new university.
Accordingly, the Steering Committee proposes the coat of arms as: "Quarterly, 1. Or four pallets gules, 3. A castle or port and windows gules on a rock proper over a sea azure wavy argent (Alicante), and 2. Azure a crescent surrounded dexter by three stars and sinister by four stars, 4. Or a capital "O" and a bunch of ropes argent (basically, the arms of the old University of Orihuela). The shield surmounted by a crown open Aragón ancient. The whole surrounded by a circle or inscribed "Universitas Lucentina. Iter facite eius quae ascendit super occasum".
