This is the flag of the kingdom of Kaznia. A war-torn, belligerent dictatorship, it served as a convenient excursion site for when the plot required a locale more exotic than Metropolis. I think it was meant to be in Eastern or Central Europe somewhere. The flag appears in the very first episode of Superman: The Animated Series, on a Kaznian freighter. Black field, red triangle, large black star near the hoist. Distinctive, though those aren't the regional colors.
