Évreux Portes de Normandie

Évreux Portes de Normandie (74 municipalities; 111,800 inhabitants in 2016; 65,930 ha) was created on 1 January 2017 as the merger of Grand Évreux Agglomération (37 municipalities) and of the Communauté de communes La porte normande (25 municipalities). Another 12 municipalities joined on 1 January 2018.
The flag of Évreux Portes de Normandie (photo) is white with the authority's logo, which includes a representation of the flag of Normandy.
Seine-Eure
The Communauté d'agglomération Seine-Eure (CASE; 60 municipalities; 105,378 inhabitants in 2016; 54,371 ha; website), is named for the two rivers that water its territory.
The CASE was established in 1997 by the three municipalities of Louviers (capital), Val-de-Reuil and Icarville. Then made of 22 municipalities, the authority was renamed Communauté d'agglomération Seine-Eure in 2001. The number of municipalities increased from 29 in 2012 to 37 on 1
January 2013 with the incorporation of the Communauté de communes
Seine-Bord. The Communauté de communes Eure-Madrie-Seine (CCEMES) merged with the CASE on 1 September 2019.

Lyons-Andelle

The Communauté de communes Lyons-Andelle (CdCLA; 30 municipalities; 20,876 inhabitants in 2016; 27,540 ha) was created in 2017 as the merger of the Communauté de communes de l'Andelle and the Communauté de communes du canton de Lyons-la-Forêt. The flag of the CdCLA (photo) is white with the authority's logo.

Pays du Neubourg

The Communauté de communes du Pays du Neubourg (41 municipalities; 22,380 inhabitants in 2016; 30,470 ha) was created in 2000 by 34 municipalities; another two joined in 2018 and another five in 2019.
A flag with the former logo (modified around 2015) was used in two versions (photo):
- with the words "Communauté de communes" bigger than "Pays du Neubourg";
- with the words “Pays du Neubourg†bigger than "Communauté de communes".

Grand Évreux Agglomération
Grand Évreux Agglomération was created in 2009, succeeding the Communauté d'agglomération d'Évreux, which had been created in 2000.
