The municipality of Medulin (6,004 inhabitants in 2001, 2,580 in the village of Medulin) is located at the very southernmost tip of the Istrian peninsula, some 10 km southeast of Pula.

Flag of Medulin

The symbols of Medulin are prescribed by Decision Odluka o grbu i zastavi Općine Medulin, published on 14 April 1994 in the official gazette of Pula Službene novine Grada Pule, No. 2A. The Addendum Ispravak - Dodatak Odluke o grbu i zastavi Općine Medulin was published on 18 April 1994 in Službene novine Grada Pule, Addendul to No. 2A, displaying drawings of the symbols of Medulin and Svetvinčenat.

The flag is described in Article 10 as follows:

The flag of the municipality of Medulin is a rectangle coloured blue with the symbols from the coat of arms (stylized seagull, sea and sun) coloured white. The ratio of the length to width of the flag is 2:1. The symbols are set in the centre of the flag field closer to the hoist. The seagull is turned towards the flag hoist. For ceremonial occasions silver may be used instead of white.

The drawing reveals that the elements from the coat of arms are inscribed in a rectangle distant 1/10 of the flag's width from the top and the bottom and 1/12 of the flag's length from the hoist. The colours are given as HKS 44K and white (silver for the ceremonial).

The flag in actual use (photo, photo) is in proportions 1:2, blue, with the emblem in the middle.
The prescribed colour is a medium light blue shade matching approximately CMYK 100-50-0-0; however it seems that the blue shade in actual use is consistently somewhat darker, like the medium dark blue of the national flag (like the Pantone Reflex Blue, that is, CMYK 100-100-0-0).

The flag was surely not approved by the central authorities as it does not comply with the regulations requiring that the flags of municipalities are of one colour with the coat of arms set in the middle or offset to the hoist.

The coat of arms of Medulin is described with geometrical details in Article 7 of the aforementioned Decision, as follows:

The coat of arms of the municipality of Medulin is a triangular shield coloured blue with a stylized seagull, sea and sun, all coloured white (silver). The width and height of the shield are in the ratio 3:4 modular units. The curvature of the shield starts below the upper fourth of the height and it is defined with a circular arc of radius equal to the shield height. The centre of the circle is a shield's width distance from its centre, removed for a quarter of the height from its top. For the ceremonial occasions a variant of the coat of arms with white or silver border may be used. The border's width is equal to 1/4 [indeed 1/14, as shonw by the drawing] of the shield's width.
In the centre of the shield a stylized seagull is set over a stylized sea surface (waves). The seagull is turned towards the right heraldic side. The seagull figure is of equal width as the stylized waves. In the right heraldic top corner is a stylized sun composed of seven stars in a circle. The first star is set at the top of the circle while the remaining six are circularly arranged, shifted 51.5 degrees each.

Other distances, not mentioned in the rather strightforward description above, are provided in the drawing:
- distance from the imaginary circle of the sun (its top and sinister edge) from the top and sinister edges of the shield: 1/10 of the shield's width;
- the same distance in the ceremonial coat of arms with the border: 1/10 of the shield's height;
- diameter of the circle: 3/10 of the shield's width;
- vertical distance from the bottom of the shield to the bottom of the stylized waves: 3/10 of the shield's width;
- horizontal distance from each side edge of the shield to the waves: 1/6 of the shield's height.
The blue colour is defined as HKS 44K. For the border it is just stated silver or white, with a note stating that if the background (on which the shield is shown) is white, the shield is to be outlined with a black line. Here again, it seems that the blue shade in actual use is consistently somewhat darker.

The seven stars symbolize the seven local communities in the municipality (Banjole, Medulin 1, Medulin 2, Pješcana uvala, Pomer, Premantura and Vinkuran).
The coat of arms does not include classical heraldic elements, and therefore has no chance of being approved either.

The table flag is used in a series of variations. One (photo) is a vertical rectangular flag with the elements from the coat of arms in the base. Others are ogival in shape with the elements from the coat of arms topped with the municipality's name inscribed in an orle (photo).
