The city of Kefar Sava (also known as Kfar Saba) uses as
unofficial fla, a green emblem on orange with two thin vertical
stripes (yellow and green) on the fly side.

I saw this flag at Kefar Sava municipal stadium. I got confirmation from Mrs. Yafa Mizrakhi, Assistant to the Mayor who wrote me, "The emblem is green with orange inscription on the shield. The background is orange." It appears that the small emblems at the municipal website and here had reversed colours. Here is a translation of the explanation about the emblem at the municipal website:
The emblem reflects the characther of the city and it features the Khan [an Ottoman era 'motel'] which was the first house in renewing Kfar Saba later became the city hall. Beside it there are two planted Eucalyptus trees which were planted in 1906. Industrial buildings, houses and citrus trees which charactherised Kfar Saba for many years, are combined together in the emblem. The emblem was designed by Ya'akov Avukayi in 1953.
Kefar Sava is situated in the south Sharon, NE to Tel-Aviv. It was established in 1903 and
has 80,000 inh. It is named after the ancient city of Kefar Sava.

Yesterday I was in Kfar Saba and I could check that the
municipal flag has the yellow and green fly stripes, even though
they were not reported by the municipality. Furthermore, the
stripes are not equally wide and the green is darker.

It seems that the flag that I saw was an "old" one
as the stripe that I report as yellow is in fact white as seen
also in a photo at <www.education.gov.il>.
The official
site give the same explanation to the emblem as they wrote
me. This site report also as follows:
"The city is named after a ancient city known from the era
of King Alexander Yanai and appear in old maps as Sebje, Seroga
and Copharsaba.
The new city was established in 1903 on land bought in 1892 and
the local Khan was built in 1906 and beside him there
were the first well and also Eucalyptus trees were planted. Only
in 1912 the founders got permits to build stone houses, but the
colony was destroyed by the Ottoman Army during WWI. It was
re-established in 1922. It bacme Local council in 1937 and
municipality in 1962.
Today, Kefar Sava is the central city of South Sharon region, and
got about 79,000 inh. (2003)."
The municipal emblem appeared on stamp
issued on 18 October 1970
