This is one of the villages in the Golan Heights, an area of Syria occupied by Israel since 1967 and unilaterally annexed in 1981. Under Israeli law and de facto, the Golan Heights are part of Israel. International law and the United Nations still recognize the Golan Heights as part of Syria.
Regional Council Golan covers all the area of the Golan
Heights. It was founded in 1978 and got 9,500 inh in 32
settlements. I was notified by the RC that the unofficial flag is
white with emblem. However, in my visit I found out that it is on
turquoise / light blue background with inscription above the
emblem. The municipal emblem was published in the official
gazette (Rashumot), 'Publications Gazette' section (Yalkut
ha'Pirsumim), YP 4843, 17 January 2000. Homepage at <m.e.golan.org.il>.
