Description

The Municipality of Ramat Gan, situated in the centre of Gush-Dan (meaning Dan's Block, the central region of Israel combined from Tel-Aviv and its neighbouring cities and situated in the biblical region of the Dan tribe) was established in 1921 and named Ramat Gat (meaning Garden Heights) after the name of the establishing association Ir Ganim (Town of Gardens). Ramat Gan has over 150,000 inh. and hosts the Israeli Diamond Exchange and the National Football Stadium.
I must commend the municipality officials which gave a very comprehensive response without needing further inquiries. Mrs. Ofra Malkin, Clerk of the Municipal Museum (Beit Avraham Krinitzi) notified me that the official municipal flag is blue charged with the municipal emblem. She attached an explanation about the emblem as follows (my translation):

The emblem of Ramat Gan expresses all the characteristic ingredients of the city and its linkage to Israel tradition. On a green background as the colour of the city gardens there is painted a Magen David, the ancient symbol of the Jewish nation. Around it seven stars are shining, remembrance of the seven stars in the flag which Herzl proposed to the Jewish state which symbolizes the seven-hour working day. The Magen David is lightened by the rays of the shining sun, symbol to the light and heat which our country blesses with, and a hint to the rising new day of Israel nation in his homeland. On the background of the sun there is a palm tree, one of the seven characteristic species of the country crops. Plough shafts to the width of the emblem are a token to the agricultural past of the city. Piles of bricks on the bottom right symbolize the building momentum in Ramat Gan. The three trees rising between the bricks are coming to remind us that we are talking about a garden city, and the chimney on left is a symbol to the industristrial plants that were established in the city. The bottom of the Magen David is glorified by a basket with grapes and citrus fruits, another reminder to Ramat Gan's agricultural years.

The municipal emblem was published in the official gazette (Rashumot), YP 633, 13 November 1958. The emblem in the image above was taken from the municipal website.
Flags without inscription are much more common.

The flag is manufactured by sawing a patch with the municipal emblem on blue background. The first flags I saw in the streets were faded and the patch looked white. But in further review, it is the same colour as the flag.
Ramat Gan municipal flag was one of the flags taken by Ramat Gan's born astronaut Ilan Ramon on board the crashed Space Shuttle Columbia.

Emblem appeared on a stamp issued 9 July 1969 Description of the emblem at city website is quite the same as above:
