Presentation

The city of Piura is located 1024 km north of Lima. It was founded by Francisco Pizarro on 15 August 1532 as San Miguel de Tangarará. The site of the town was later moved to El Chilcal, where the Decree officially founding the town was signed on 15 August 1588. Piura is also the capital of the region of Piura. Description of the flag

According to the Spanish Wikipedia article, the flag of Piura city is a 2:3 vertical tricolor of light blue, red and (golden?) yellow with the municipal coat of arms centered on the central panel. This is partly confirmed by one of the photos in the official website, embedded in a slideshow, showing a tabletop flaglet in this design — but the exact design of the emblem seems to be not the full coat of arms, as shown in the Spanish Wikipedia, but the shield only with a wide white border. There’s a large image of the coat of arms at the official website.

According to this site, there is a set of plates named El Tallan, one of which (number 14) is devoted to the coat of arms, flag, anthem and map of the region of Piura. The image of the flag, although very small, shows a vertical tricolor of light blue, red and yellow, with the coat of arms (?) in the centre of the red part.

El Tallan is about the provincial flag («bandera »(…)« de la provincia de piura»), not the regional flag.

The shield is Azure (light blue) a pair of scales Or above a two-towered castle Or open and litten of the field with an "S" above its dexter tower and an "M" above its sinister tower and in chief a Holy Ghost dove displayed Argent nimbused Or and on a bordure per bordure Azure (dark blue) and Gules a crown in chief and two paschal banners offset to the core.

The coat of arms of Piura is described in great detail at this page. It was granted by a Real Cédula on 7 December 1537. Unsurprisingly, it features Archangel St. Michael.

Flag with variant coat of arms

This is shown at the Spanish Wikipedia, made by Wikipedian Discjockey: The arms are gules on an escutcheon azure a pair of scales or under an eagle displayed proper and above (thing) under a ducal coronet or and two paschal banners of victory (It could be shield azure with bordure gules, though). It seems to me that the flag shown in Wikipedia is the flag of the Region of Piura (because the coat of arms on the flag is the arms of the region, as is stated here). On the other hand, the flag on the El Tallan plate, although very small image, looks to me like having a coat of arms without wreaths, similar (or maybe exactly) as the arms of the Province of Piura.

Provincial municipal logo

There’s also the municipal logo, which may perhaps be used on flags, shown at the official website: a golden disc with 3D effects pierced at upper left quadrant by three lines — green, red and yellow.
