It is a fairily typical Portuguese municipal flag, with the coat of arms centred on a background yellow and blue gyronny (city rank).
Flag and arms adopted and published in the official journal
Diário da República : III Série in 1995.04.27.
These arms and flag were adopted upon the upgrade of the municipality seat to city status in 1993.07.02 and are a trivial change of the former arms and flag.

The arms are Azure a representation of Our Lady of Esposende dressed Argent
and caped Azure nimbed Or with the cape windflowing and surrounded by five
five-pointed estoiles Or above a sailship Argent with three masts Sable. Mural
crown Argent with five visible towers (city rank)
and white scroll reading in black upper case letters "Esposende".

The former arms and flag adopted and published in the official journal

III Série in 1985.02.13, a remakably late date. These included the
usual town attributes, four visible crown towers
and blue and yellow quartered flag.
