It is a typical Portuguese communal flag, with the coat of arms centred on a plain green field.

Coat of Arms

Shield Or a well Gules masoned Argent, pouring water of Azure and Argent, on dexter chief point a scimitar Vert in pale, on sinister chief a sword Vert in pale. Mural crown Argent with three visible towers (village rank) and white scroll reading in black upper case serifed letters "VILA DA RUA".
Meaning:
The well is a representation of the Fountain of St. Frances in front of the local parish church. The name of the village had been simply "Rua" until 2 June 2017, when it gained its current name. The prefix "Vila de" does not refer to the rank of a town and is simply part of the name. The reason might be, that Rua had been seat of e tiny municipality, consisting of just two communes, until the beginning of the 19th century. It then had the rank of a town (Portuguese: vila) and had 644 inhabitants in 1801. It had been part of the tiny Caria Municipality until 1855, when it was dissolved, of Sernacelhe Municipality between 1864 and 1890, and finally of Moimenta da Beira Municipality since 1896.
