About the flag

The Human Rights Campaign (HRC) flag or logo can be seen at www.hrc.org. The flag is more often seen as a sticker. The two lines are an "=" sign, suggesting equality of the races. I believe it goes back to CORE, the Congress of Racial Equality, back in the 60s. The ones I have seen, yellow lines on a blue field, have all been horizontal, in accordance with the equality sign.

This photo of a gay pride march in Dallas, and quite a few others in the slideshow, shows a very large version of the logo as a flag to be carried horizontally (it has handles attached to the sides)… while further on in the same slideshow, is an actual HRC flag, attached to a pole, being waved by a marcher.

This photo shows the flag clearly as an oblong version of the (square) logo, quite vexillologically correct. Jugding from this photo, specs vary; the image above is 5:8 = (1+1+1+1+1):(2+3+2).

Use after June 2013 US Supreme Court decision

With today's US Supreme Court Decision "not to make a decision" (thus allowing the lower court's earlier ruling declaring California's "Proposition 8" unconstitutional to stand) the court basically declared same-sex marriages legal in the United States. The decision caused widespread celebrations in the Castro District of San Francisco and a new square flag (ratio 1:1) was widely displayed there. Called simply the "Equal Flag" it has two yellow/gold bars centered on a light blue background.

Interesting. The version of the flag introduced and held by the Channel 5 reporter on the evening news from San Francisco was an almost square hand-held version that he introduced as simply the "Equality" flag, and obviously meant to be used as a hand-held flag. I see the "Human Rights Campaign" flag is drawn with a darker blue (almost purple) background on the website, but photos also show a flag made with a lightweight transparent polyester and having a light blue appearance and a ratio of 3:4. Apparently, there are variants, but I think you nailed it.

The flag itself is 3x4 according to the shop, but it depends on what the flag is made out of. But this logo has been used in several equality logos or flags, mostly a red background with a pinkish equal sign that has been used on a lot of social media websites, such as Facebook and Twitter.

During the marriage equality campaigns in the USA, a new flag of the HRC is introduced, which replaces blue and gold colors with red and pink, respectively. It is used either alone or together with the original flag, as can be seen from the numerous photos at the HRC Facebook photo gallery.

The flag is also used outside the USA, for example in Japan, as seen in this photo from the Tokyo Rainbow Pride 2013.
